Massachusetts will not have an annual budget in place when fiscal year 2019 starts Sunday and lawmakers are unlikely to vote on a compromise budget until next week, at the earliest, House Speaker Robert DeLeo predicted on Wednesday. Most states already have a budget in place for fiscal 2019, which begins on July 1. But in Massachusetts, where Governor Charlie Baker kicked off the latest budget cycle in January, it looks like the budget will be late as talks appear to be spilling into the new fiscal year and the Fourth of July holiday. On June 4, a six-member conference -- four Democrats and two Republicans -- was tasked with developing a compromise spending plan that will top $41 billion for the coming fiscal year. The committee held its first meeting June 7, and quickly voted to conduct the rest of its deliberations in private. Even if that conference committee reaches an agreement this week, House Speaker Robert DeLeo told reporters on June 27 that he doubts the Legislature would take it up by the end of this week to have it on the governor's desk when the new fiscal year starts Sunday, July 1, 2018.
4 New MassDOT Engineering Directives:
Issued June 21, 2018: P-18-003, P-18-002, P-18-001: These 3 updated MassDOT Highway Division Policy Directives cover bridge and tunnel inspection standards and procedures. These Policy Directives supersede previous versions of these directives issued on March 15, 2013.
The updated Policy Directives contain new, appropriate references to the MassDOT Bridge Inspection Handbook, the MassDOT Tunnel Inspection Handbook and the MassDOT LRFD Bridge Manual. The directives also contain new tunnel element inspection frequencies, as employed by MassDOT since February 2, 2018.
Issued June 21, 2018: Engineering Directive E-18-001, F Shape Concrete Barrier for Permanent Use. This directive formally declares that the standard details for F Shape Concrete Barrier contained in the MassDOT Highway Division Construction Standard Details now apply to permanent installations of Precast Concrete Barrier only, and no longer apply to Cast-in-Place Concrete Barrier. For active construction contracts awarded prior to issuance of this directive, contractors may continue to install any specified Cast-in-Place Concrete Barrier in accordance with the applicable contract plans and specifications. This is the fourth in a series of Engineering Directives that are intended to bring all of MassDOT's safety hardware components into compliance with the performance requirements contained in the 2016 edition of the Manual for Assessing Safety Hardware (MASH). |
