Recent Updates to Preparing Layout Plans for MassDOT

The presentation will outline recent updates to the requirements for the preparation of layout/easement plans and written instruments. Also discussed will be an overview of the MassDOT Highway Division project delivery process including the recent requirement that a Massachusetts PLS prequalified in the Layout Document Preparation category participate in the process prior to the layout/easement plan preparation phase.

 

Version 2.0 of the “Plan Preparation Guidelines for Consultants Preparing Right-of-Way Plans” is live and posted here. Surveyors prequalified under MassDOT’s A&E Review Board Category S3 must participate in the development of the ROW Plans.

Mike is the supervisor of the Layout Section which oversees the preparation and review of the plans and documents associated with the land rights for the state highway system. He is responsible for the supervision and coordination of the Layout Office statewide operations. Mike has worked for the MassDOT Highway Division since 1991, beginning as a design engineer in the District 3 Projects Office and later becoming the permit engineer in the District 3 Maintenance Office, the assistant survey engineer in the Boston HQ Survey Section, and has been at his current position as the state layout engineer in the Boston HQ Layout Section since 2002. Mike graduated from the University of Massachusetts Lowell in 1986 with a Bachelor of Science in civil engineering.

 

Mike supervises the preparation of in-house layout/easement documents and the review of layout/easement documents submitted by consultants. He oversees the sections of the MassDOT CAD Standard regarding the preparation of layout/easement plans, and he prepared and updates the Layout and Easement Plans CAD Standard. Mike graduated from Wentworth Institute of Technology in 2009 with a Bachelor of Science in civil engineering technology and has worked for the MassDOT Highway Division Layout Section since 2009.
