Legislation & Regulations

MALSCE is actively involved with many aspects of legislation and regulation.  We continually monitor Massachusetts legislation for proposed bills with either positive or negative affects on our profession.  Occasionally, we initiate legislation to improve the profession and have been reasonably successful in this endeavor.  One of our more significant accomplishments was to have the composition of the Board of Registration amended to include two additional Land Surveyors bringing a total of three PLS's and one dual (PLS/PE) member.  Sometimes, we oppose bills that would cause undue burden to our members.  Legislation we monitor may include important bills like the quality based selection of land surveyors for work on state projects, adverse corporate law legislation, infrastructure funding, and Lyme's Disease treatment and absurd bills like the registration of machetes by individual towns.  Through our coordination with the American Council of Engineering Companies - Massachusetts (ACEC-MA) and the Boston Socieity of Civil Engineers (BSCES), we are able to lobby for or against legislation and we may be called on to testify at public hearings at the State House.


MALSCE is often called upon to assist various state regulatory bodies in establishing regulations and guidelines.  In particular, we assisted the Land Court in establishing and revising their "Manual of Instructions for the Survey of Lands and Preparation of Plans" (latest revision 2006), we advised MassGIS in establishing guidelines for property line information within the state-wide GIS, and we are currently working with the Board of Registration in revising the regulations for all surveyors and engineers (250 CMR).  Our members often serve on or assist local municipal boards and committees with land surveying related issues.


In coordination with the National Society of Professional Surveyors (NSPS), the American Congress on Surveying and Mapping (ACSM) and ACEC National, we are able to monitor legislation at the national level.
